The main responsibility of DGS&D is to establish Rate Contracts (RC) for frequently used commodities needed by various government departments using an online e-procurement site. It is now run by the Indian Supply Service and the Indian Inspection Service, two structured Group “A” Services. PSUs, state governments, and central government ministries and departments all use DGS&D Rate Contracts.

DGS &D has established a one-stop Government e-Marketplace (GeM) to simplify online procurement of goods and services based on suggestions given to the Hon. Prime Minister by the Group of Secretaries.
